About the Conference

Governance which occupies central place in the development discourse as well as development strategy, in the recent years, has received serious attention not only of researchers, policy makers and policy executives but also of the common people all over the world in general and in India in particular. The concept of ‘Governance’, ‘Reforms’ and ‘Development’ are inter- related as Governance is necessary for the development of any country whereas Reforms provide us an opportunity to improve the quality of governance and to reset the path & pace of development.

India is surely one such country which has witnessed many ups and downs in terms of its history of governance, reforms and development. Across thousands of years, the country has seen several dynasties, rulers, emperors and conquerors - good, bad and even worst. However, after gaining independence from clutches of the Britishers, the Republican System was instituted in 1950. Ironically enough, the mechanism of governance, evolved and developed by the British Colonisers for their Indian Subjects, is still operational even after the 65 years of establishment of the Republican set-up. Though, several reforms have been made by different governments to improve the quality of governance and to give impetus to development of the State, but without replacing the colonial laws, rules, and administrative system. As a result, the efforts could not fulfill the basic needs and aspirations of the people of Independent India. In fact, the colonial system of governance has made the political, legal, social and economic conditions of India, worse. In simple words, the important organs and agencies of our governance- the legislature, the executive, the judiciary, and the civil services etc. have failed to fulfill the dreams of our freedom fighters for which they sacrificed their lives even.
